DESCRIPTION
The Municipality of Skive was in 2008 appointed by the Danish Ministry for Climate and Energy to be "EcoCity". It was a very prestigious competition where only 6 cities were selected. The initiative was taken by the Danish government in relation to the COP15 in Copenhagen December 2009, where Denmark now have chosen 6 cities to serve as Danish "role models" for energy efficiency and renewable energy initiatives. Skive has won many other energy prices during the years due to the municipality's persistent efforts on installing renewable energy in public buildings involving the citizens and reducing the C02 emissions.
Skive has a vision to be self-sufficient in heat and energy within 20 years. Sun, wind and new energy technologies must - for the low energy costs - increasingly help to maintain a high quality of life for everyone in Skive municipality.
It is not new in Skive. We have been focused on new energy solutions through more than 30 years. From 1983 to 2008 has Skive Municipality total invested 5,1 mio. € in energy saving measures, the economic savings of the measures is estimated at approx. 7,2 mio. €. Overall it have reduced the CO2 emissions of Skive by 28,728,000 kg. Skive Municipality marked early in the energy sector by three low-energy construction exhibitions in 1977, 1979 and 1984. Below is a description of a few of the initiatives in Skive Municipality.
Skive's new town hall
Skives new town hall and library is built with the goal to save the most energy and avoid the most releases of CO2. Overall, there is 10,700 m2, where the use of alternative energy sources and use of energy saving measures have made it possible to reduce energy from traditional fossil fuels to what that corresponds to a house of ca.130 m2. This could produce a global CO2 emission from energy facilities (electricity and heat) of approx. 25% compared with a traditionally built town hall / library.
The alternative energy sources consist of:

A 265 square meter large photovoltaic down on the roof where the heat goes to space heating, heating hot water and solar cooling.

Three rebuilt diesel engines for rapeseed oil operation on each of 25 KW power.

An absorption cooler of 105 KW, which uses solar energy to operate cooling process in which cooling water is used for ventilation and cooling of server rooms.

In winter recyclable waste from more than 1000 m2 large outdoor skating rink, for heating the town hall library, with so much heat during the 3 winter months that almost should not be purchased from the district heating plant.
In 2004, the Skive council allocated 700.000 € to construct the "Green Package" to make the town hall CO2-neutral. Construction may still be attributed.
Solar panels
In Skive Municipality started the adventure with solar panels in 1994 by the construction of 375 m2 large collector by Højslev school. With the plant's size could reduce their school's annual total heat consumption by at least 25%. Half of the plant area is equipped with reflectors to achieve between 25- 30% greater performances than the "normal" area. In summer, the plant supplies the surplus to the local district heating company Søby-Højslev District.
The solar heating, which was installed in 1997, is a traditional automatic, but we choose circulating pumps with engines that can be speed regulated when we want the variable flow in the solar panels. In two of the major sites we have chosen to show that it is possible to jointly build solar cells and solar panels.
The thermal energy from the solar panels is pumped around by using energy from solar cells. There are some specific choice energy density DC motors - permanent magnet motors that are connected directly to solar cells. This means that there is no wasted or lost energy by the revenue from direct current to alternating current in a converter.
Out of the approx. 1,2 mio. €, which Skive City Council have committed to energy saving measures in 2009, earmarked 2.736 million for the construction of 22 new solar in the day care centres that have not yet solar panels, and, within each day care centre created automatically energies registration system similar to the system currently is in all other municipal buildings in Skive municipality. Solar installations will have an expected payback of approx. 12 years
A lot of hot water has run through the Skive's many plants since 1994, and facilities are now considerably expanded. The total solar surface area, which is already established, is 2,747.5 square meters, but in addition the area on 22 new plants will be built in 2009-10. All plants are equipped with energy meter so that users can monitor the energy savings. That applies especially school users who can take into solar as part of teaching.
Energy Fund Skive
Skive municipality is working to establish a fund - Energy Fund Skive - where business, the local government and educational institutions go together in a jointly fund to finance actions to achieve the goal of being CO2 free in 2042. As part of our goal, we invite interested partners to a constructive and innovative cooperation between enterprises in the municipality. The idea is that the fund should also provide funding for research and development of CO2 and energy-saving techniques and methods.
The fund will create a platform where Skive municipality, citizens and enterprises through learning position processing, urbanization, new housing concepts and professional / business development focusing on sustainable energy and optimizing energy use.
It is envisaged that the fund will be financed with contributions from businesses, foundations and the like, and by Skive municipality in 2008 commit additional 266.000 € in the fund.
Skive municipality mayor, Flemming Eskildsen, Technical Director Ole Jørgen Jensen, Section Head Finn Dissing have jointly with the chief adviser Sigurd Bunk Lauritsen, Grontmij | Carl Bro limited of "Environment, Water & Energy Division conducted two preliminary round of company visits. They have met great good will and support for the project. The next step will be the founding meeting, fundraising, project descriptions etc.
