CONTEXT

Nová Včelnice is situated in the Southern corner of the Czech Republic in the district of Jindřichův Hradec on the river Kamenice. The nearest larger town is Jindřichův Hradec within 12 km. The first allusion to this village comes from 1360. Currently, the town is populated with 2,500 inhabitants.

In 1991, the existing coal-steam heating plant was closed down and a new heating plant was built up equipped with three LOOS boilers with a capacity of 2 x 16 + 1 x 8 t/hr supplied with natural gas. Total installed generated capacity of the heating plant is 26.73 MW. Consequently after completion of the construction, the new heating plant supplied heat to the own plant, next to neighboring Kovozávod Partex, and via 2 heat exchangers also to heating generation and hot-water preparation. In time, the Kovozávod was disconnected together with the heat exchanger "Na Hliněnce" determined to supply the town was disconnected on 4 April 2006, and replaced by a hotwater heating plant.

teboIn terms of these changes, the heating plant supplied only the company own plant with steam for technological processes and heating and the heat exchanger situated in the Čs. Armády residential quarter. The heating plant soon became non-conformant in terms of required capacities. Currently, steam generated for the plant technological process and partially also for heating is produced by the eight t/hr heat boiler. It was necessary to operate this boiler plant at minimum generation output at weekends and in periods of technological appliance outages. Such an operation was wasteful and the boiler itself suffered from frequent outages from the operation. Therefore, a decision was adopted to install gas hot-water boilers with a generation capacity of 1.9 MW, which is sufficient to heat the residential quarter and the plants moderate heating. The boiler installation was linked with the feedwater tank installation with a capacity of 8.0 m3 determined for the operated steam boiler which enabled to disconnect unnecessarily heated tank of 40.0 m3 capacity. Thereinafter, a renovation of control systems of the power control centre was implemented on top of the above mentioned works.

Partnership Process
The boiler installation was allowed due to subsidy conditions from the Ministry of Industry and Trade of the Czech Republic based on the OPPP program. The company K-projekt Dačice prepared the technical design.

PROJECT ECONOMY

The new boiler installation, and the works related to it, was implemented from May 2006 to January 2007.

Total investment costs amounted to CZK 3, 284, 430.
Out of it, the subsidy amounted to CZK 1, 048, 000.
Remaining costs were paid by the company plant finance.

Reducing natural gas consumption shall cause a decrease of fuel costs of about CZK 60, 000 a year.

Thereinafter, the renovation of control systems of the power control centre and the new boiler installation resulted in a further decrease in number of operators in the power control centre for a single worker, and thus resulted in saving of labor costs.

Environmental Impact
Based on the assessment processed by the Operating Organization, the growth of the total heat generation economy shall cause a decrease of the annual natural gas consumption of 10,000 m3, and reduction of CO2 emissions of19, 635 tons.
