Reducing CO2 emissions in Local Authority Areas

Statistical data showing Estimated Carbon Emissions by LA Area for the NW in 2005, 2006 and 2007 can be found on DECC's website via this link.


CLASP has produced a unique pack of 10 briefings designed to help NW Local Authorities and LSPs develop Action Plans for reducing per capita CO2 emissions in their area.

During consultations with NW Local Authorities there was a very strong demand for a list of what works and what order to do it in. Value for money, calculating CO2 emissions reductions, and real-life case studies were also important and these have been emphasised throughout.

There is a wide range of support programmes, advisory services, guidance and toolkits available to assist local authorities and their partners in working on reducing local carbon emissions.

The Energy Saving Trust

The Energy Saving Trust's Practical help programme offers a one stop shop support service for local authorities to help drive forward sustainable energy initiatives. They are expertly placed to offer independent advice on how to tackle climate change in the domestic sector and in your communities. Energy Efficiency Loans


Has your authority considered providing interest free or low cost loans to householders, to enable them to afford to install energy efficiency measures such as insulation, new boilers or windows?

Wirral, Ellesmere Port & Neston, Manchester, Knowsley, Sefton and Burnley have, and on 21st October CLASP supported an event for officers from across the region to come together and learn from each other's experiences.

Such schemes with low value, short term loans can be very efficient ways of supporting householders and reducing domestic carbon emissions. Wirral and EP&N's scheme had a total funding of £85,000 and from that has been able to fund £277,011 of energy efficiency measures. A return to investment ratio of 3.25 to 1.

Personal Travel Planning virgin train

The Department for Transport has just released a practical guide for practitioners interested in developing a personal travel planning programme (PTP). The guide is based upon extensive research undertaken for the DfT in 2007, examining the characteristics of 15 recent personal travel projects and provides the latest understanding of voluntary travel behaviour change programmes.

The guide sets out a step-by-step approach to the PTP process under the four stages of: planning, pre-intervention, contact and advice, and project evaluation.

The document also features Lancashire County Council's PTP programme in Preston and South Ribble which saw a 13% reduction in car driver trips in one of the areas, with significant increases in walking, cycling and the use of public transport.

Sustainable Housing

This Advice Note has been produced by 4NW and the NW Domestic Energy Alliance. It aims to inform housing professionals, planners, developers and other interested agencies about the move towards building sustainable homes. It considers the challenges and opportunities for achieving a significant reduction in carbon emissions from the housing stock in the North West.

The Advice Note includes a summary of the relevant planning policies and other emerging standards and assessment tools as well as case studies from the North West.



1960s Flats and other Hard to Treat Homes
Such dwellings often fall under the hard to treat category, and hence a wide variety of refurbishment measures required investigation - many of which could equally well be applied to flats which fall into other age brackets.

The Energy Saving Trust (with the support of Mears Group and Travis Perkins) has produced an excellent guide to the real life costs of reaching a 60% reduction in carbon dioxide (CO2) emissions from 1960s flats. Download it here.

These are electronic documents only. However we are keen that they are shared as widely as possible across the North West and so any organisation or individual is free to host them on their own website, extract and use parts of the text, or print and distribute copies.


Community Activity / Campaigns

Wythenshawe Forever!
W4E was a project initiated by three Manchester-based organisations with the aim to deliver locally relevant messages about climate change to a deprived area of South Manchester, Wythenshawe. From the outset, the project was designed and delivered by the people of Wythenshawe, working alongside artists, experts and partners and because of this a sense of long-term ownership was created, reaching far beyond the scope of short-term projects delivered by external agencies. In total the project saved 6,972 kg of CO2 but more importantly locally relevant messages were produced for people living in one of the most deprived areas of the UK.

Business Engagement

The May Day Business Network is active in the North West and over the next few years, funded by the NWDA, the network will be running a campaign to engage businesses in the region. Click here for more information on how your local businesses could get involved.

Manchester City Council Environmental Business Pledge Scheme has engaged with over 1300 businesses of all sectors and sizes within the Manchester area, offering on-site support to identify and realise raw material and energy savings, enabling the strengthening of supply chains, the safeguarding of sales and jobs along with saving over 2000 tonnes of CO2 emissions and over ½ million litres of water. Sustainable Energy Benchmarking Toolkit

The Improvement and Development Agency (IDeA) have developed the Sustainable Energy Benchmark and Toolkit with the successful councils from Round 6 of the Beacon scheme. The tool aims to help you reduce carbon emissions and use energy more efficiently in your local authority area.

The elements of the benchmark have been split into three broad roles - 'estate manager', 'service provider' and 'community leader'. The tool asks you to consider which areas of action will advance or consolidate your sustainable energy practice, by asking yourself:
  • what will have the biggest impact in reducing carbon dioxide emissions?
  • where is your current performance least effective?
  • which areas provide the best opportunities for making improvements
