At the Local Government Association conference in Liverpool on 28 January 2010, Communities Secretary John Denham detailed plans for Low Carbon Frameworks and announced 9 pilot areas including Manchester.
Local Carbon Frameworks will promote radical action by councils on driving down carbon emissions and create new and more effective ways of meeting Governments ambitions on the essential climate change agenda.
