A training session for elected members in the Liverpool City Region took place on 4th July 2013, and was attended by 14 councilors from Liverpool City Region authorities.

The presentations from the day are available to download by clicking here.

The session explored the responsibilities of local authorities around housing energy use and how council members and members of health and wellbeing boards can make a difference.

There was a focus on new emerging issues and opportunities for local authorities and health and wellbeing boards around housing energy efficiency, fuel poverty, Green Deal and ECO.

June 2013

A 'Supporting Local Leadership' project was commissioned by Sefton Council co-funded by CLASP to engage and inspire Members and Senior Officers about the opportunities in the low carbon economy and encourage them to take action to increase the uptake of renewable energy. The project utilised Business in the Community’s (BITC) established programme of Seeing is Believing Visits alongside a Low Carbon Conversation.

Liverpool City Region Sustainable Energy Action Plan Launch Event

To mark the launch of the LCR Sustainable Energy Action Plan (SEAP), 125 public and private sector leaders came together on 12 July at Liverpool Town Hall to consider the report and discuss driving the SEAP initiative forward to deliver commercially-ready opportunities.  A panel of expert speakers explained the current challenges, and explored how the Plan will help the City Region to deliver its low carbon economic ambitions.

Liverpool City Region Sustainable Energy Action Plan

The Sustainable Energy Action Plan (SEAP) will introduce a single co-ordinated programme to place the Liverpool City Region at the forefront of the transition to a resilient low carbon economy, with all of the associated economic, environmental and social benefits this will bring.  

In development since late 2011, the SEAP is a key phase in delivering the Low Carbon Economy Action Plan, which aims to transform the wider low carbon economy to deliver high quality and long-term economic growth, investment and jobs to benefit the local population of 1.6 million people across the City Region’s six local authorities.

Liverpool City Region Planner Capacity Building Heat Networks

This report provides general information and guidance on a range of issues relating district heating. The report has been prepared to help inform plans, policies and supporting guidance to assist planners, developers and communities to better understanding heat networks. Guidance, data requirements and tools for assessing the potential of heat networks are provided in Appendix A

Report of the LCR Community Engagement Project

Mechanisms for Energy Infrastructure Delivery for the Liverpool City Region Event

The project analysed a range of alternative SPV models in the context of the likely nature of the opportunities available in the City Region and bearing in mind the risks and rewards that each particular approach entails.  The aim was for the project report to stimulate discussion of these issues within the LCR so that local authorities can plan their engagement in the low carbon economy fully informed of an important mechanism available to them.
