Cumbria Strategic Partnership along with partners and stakeholders in the sub region produces a number of feasibility studies and reports funded by the North West Regional Development Agency (NWDA) and others, to increase capacity in the area on climate change issues. Details of these can be found below:

1. Progress Report: Cumbria Climate Change Action Plan 2009-2014 - April 2010
The report provides an update to the Joint Chairs Group on progress made by Partners on implementing the Cumbria Climate Change Action Plan since 16 March 2009. It looks beyond progress made by individual CSP organisations and considers the role that leadership can play in harnessing and directing the potential synergies that are emerging to stimulate transformational change and address those areas that are holding back the growth of the low carbon economy in Cumbria.

3. The Scope for Renewable Energy in Cumbria
The study identifies considerable scope for renewable energy development in Cumbria, predicting both an expansion in renewable energy development in Cumbria and a change in the mix of modes. Wind energy is expected to be the dominant renewable source initially, but in the longer term other modes may well expand. By 2020 the county should be producing enough to match the demand of its population. By 2050 it should be a significant exporter of renewable energy.

4. Low and Zero Carbon Technology Appraisal
This report provides guidance on the viability of various low and zero carbon technology options for the Lake District National Park Authority's Headquarters, situated in the Murley Moss Business Village.

5. Blackdyke Industrial Estate Energy Farm Feasibility Study Interim Report
A feasibility study has been carried out by Windustry into establishing an anaerobic digester as the key component of the Blackdyke Industrial Estate Energy Farm (BIEF). It focuses on the viability of such a plant and its impact. The BIEF is planned to be the first of a cluster of Energy Farms, which are being developed by Community Renewable Energy North West in partnership with local farmers.

1. Cumbria Rural Enterprise Agency Biomass Study
The contents of this Report represent the preliminary findings of the assessment of waste heat recovery potential, and the possible replacement of the current oil-fired boiler fed heating system at the Cumbria Rural Enterprise Agency Ltd (CREA) at Redhills, near Penrith in Cumbria. The Report further examines the possibility of export of any excess heat capacity to the Action in Communities Building (ACT), and the potential for rain water harvesting from the combined CREA offices.

2. Delivery Plan for Climate Change Indicator NI186
Cumbria Strategic Partnership has signed up to the Local Area Agreement indicator NI 186 - reduction in per capita CO2 emissions per annum, with a target of 11.5% savings by 2010/11 across the whole of Cumbria (excluding large industry, motorways, commercial scale renewable energy and also excluding 'indirect emissions' from food or imported goods into the county). This equates to savings of 619,000 tonnes CO2 per year. Of this, national initiatives are assumed to contribute 7.75%, leaving 3.75% to be achieved by local actions, or the local component of national programmes. This equates to around 202,000 tonnes CO2 per year. This report sets out an Action Plan to assist Cumbria Strategic Partnership to achieve this target.

3. The Economic Implications of Climate Change Legislation for Cumbria (mini Stern report)
This economic implications of EU and UK Climate Change policy and legislation on the Cumbrian economy are assessed in this report. Through a review of relevant legislation, policies and regulation, how these may impact on Cumbria, particularly in relation to the key sectors identified in the Cumbria Economic Plan, is examined. It also evaluates potential interventions at a sub-regional level and below, and which partners are best placed to lead on these interventions; establishing the carbon footprint for Cumbria and how it can be monitored in the future; and identifying economic opportunities stemming from the new situation and the challenges in responding to these opportunities.

4. Low-carbon Lake District: Responding to Climate Change in the National Park
This report assesses the impact of Climate Change on the Lake District. It looks first at the physical effects of Climate Change, and the likely impacts on the society and economy of the Lakes. It then asks what is already being done to tackle the problem, and reduce emissions of carbon dioxide and other greenhouse gases. Lastly, it puts forward an agenda for a low-carbon Lake District - offering some recommendations for tackling Climate Change. This report shows how tackling Climate Change could help the Lake District to achieve the aims and vision it has set for 2030.

The Cumbria Climate Change Commitment represents an agreement by the signatories to implement the actions set out in the 11 sections of the Climate Change Action Plan. It provides a one page summary of the key tasks that must be tackled if Cumbria is to progress towards a resilient, successful low carbon economy. Though it is not a legally binding agreement, the scientific, economic, social and moral rationale behind it is compelling. On March 16th 2009 over 40 key CSP member organisations signed up to the Commitment, demonstrating overwhelming support.
