DESCRIPTION OF THE PROJECT
The Carinthian "Schulbaufonds" - together with the 132 Carinthian municipalities (responsible for operation) - wanted to increase the energy performance of the 286 Carinthian primary schools through thermal renovations.
Therefore it was necessary to aquire knowledge about the actual energy performance (in the year 2004) of the buildings. With the help of the Carinthian "Schulbaufonds" and the municipalities, energie:bewusst Kärnten prepared a benchmark report with the key-figures "energy sources", "specific energy consumption" (kWh/(m²,y), kWh/(classroom,y) ....), "specific energy costs", CO2-emissions etc. Based on the benchmark report (252 primary schools were evaluated) a renovation plan was worked out.
The most important outcome of the baseline evaluation was that through major renovations the energy performance of the primary schools can be more than halved. The average "specific heat-energy consumption" was approximately 150kWh/(m²,y). The total heating costs were more than € 2,2 Mio. per year and the CO2 emissions were above 7,200 t/y.
During the last 4 years more than 60 primary schools were renovated and the program is ongoing for the next several years. Mainly the envelope of the buildings will be insulated and the windows will be renewed. In 2006 the project partners started with energy-contracting models (energy-efficient-, plant- or operation-contracting), to replace old heating systems, because just 52 buildings were heated with biomass, 129 with fossil fuels and 68 with electric energy. But also "soft-measures" like awareness raising actions for teachers and pupils, adaption of the energy-delivery-contracts, the implementation of "energy-book-keeping" etc. took place.
In the next years the project will be carried on, so that in a few years every Carinthian primary school will have an energy performance under 80 kWh/(m²,y).
CHALLENGES FACED
One of the main barriers is always related to the financing of projects for improving the energy performance of buildings. But the "Carinthian-system" of the "Schulbaufonds" - where the Carinthian government as well as the 132 municipalities are paying a yearly financial contribution to define renovation projects - helps very much to solve this problem.
Another barrier during the implementation phase of the "major-renovation-project" to increase the energy-performance of the primary schools, was raising awareness in the group of planning engineers and the municipalities people responsible for insulation.
The oil-price shock in 2007/2008 and innovative demonstration
projects with detailed presentations of the additional costs for a
better quality helps to increase the renovation quality.
Also the quality management during and after the renovation
measures is not self-evident. To reform this, extensive awareness
measures must take place for a longer time.
Since the beginning there has been a big opposition against
controlled-ventilation-systems (with heat recovery systems). But
some of the school operators are accessible for the physical
arguments and so a few ventilating-systems are installed.
Finally, the 2 demonstration projects for "passive-house-renovation" of primary schools, which will be put in practice in 2009 will help to implement optimal major renovations with controlled-ventilation-systems (with heat recovery systems) in the Carinthian buildings.
LESSONS LEARNT & APPLICABILITY IN OTHER SITUATIONS
Because of the multitude of buildings, a dynamic approach took
place.
As a result, the information and networking between the school
operators (municipalities), the "Schulbaufonds" and the
planning engineers showed that the quality of the renovations is
expected to continuously improve.
The demonstration of e.g. a very thick (> 20 cm) insulation of
the facade or the installation of a ventilation-system with heat
recovery lets find some "copycats".
Also the 2 demonstration projects - which will be documented very accurately - will show that an optimal major renovation is not much more cost-intensive than a sub-optimal one.
Awareness raising actions, demonstration projects and lobbying can help to implement energy efficient measures and new technologies in legislation and funding.
INNOVATIVE PRACTICE
It's expected that this will lead to an improved quality of
insulation measures.
Another 2 demonstration projects for
"passive-house-renovations" in primary schools shall be
put into practice in 2009.
The method of energy-contracting - that was not really present in
Carinthia - is now going to be implemented in heat delivery for
buildings. Outgoing from the "central-point" of the
primary school also small district heating systems are planned and
may be installed.
PROJECT TARGETS
Energy Certificates were calculated for all primary schools
according to the EPBD. The calculation covers the building stock as
well as the building after the major renovation.
The reduction of the "Global Warming Emissions" (CO2
emissions) is higher than promised in the benchmark report (see
graphic in the "project description"). However, because
of the ongoing project plan, detailed statements are not possible
at the moment because the evaluation after the major renovation
projects shall be done "bottom up" and then compared with
the calculation results of the energy certificates.
