The Carbon Reduction Commitment, which starts in April 2010, is
a new mandatory emissions trading scheme affecting large private
and public sector organisations in the UK. It introduces new legal
duties on organisations supplied by an electricity meter settled on
the half-hourly market. It encourages improvements in energy
efficiency and is part of the UK's strategy for controlling
carbon dioxide emissions.

The guide was initially commissioned for the London Boroughs, so the wording is a little London-centric, however the guidance, tools and templates are equally applicable to the NW.

1. Preparing for the Carbon Reduction Commitment
This Guide sets out a route map for authorities to meet the requirements of the Carbon Reduction Commitment (CRC).
2. CRC schools leaflet
This leaflet is a CRC communication targeted specifically at schools and can be used by the council to explain the responsibilities schools have as Associated Persons and the role of the local authority as Responsible Persons. As this accounts for up to 60% of a council's CRC emissions, schools have a significant impact on the Council's league table position.
3. CRC data tool
This Excel workbook was developed as a supplementary tool, which can be used to support your calculation for CRC qualification and carbon footprint.
4. Chief Officer and Member report - recommended structure
This is a chief officer report, which is partially populated with an outline of the CRC and its key local authority impacts. It provides suggestions for the necessary data and issues that should be entered by the author.
5. Compliance checklist
This is a list of CRC compliance or best practice related activities that will enable users to plan, check and review their progress towards the CRC.
6. Executive summary
This is a short and relatively non-technical explanation of the CRC and its impacts. It is aimed at those requiring an overview of the scheme and is not intended for decision making purposes.
7. Finance impacts estimation tool
This Excel workbook can be used to support the estimation of your total CO2 emissions, approximate annual financial impacts and indicative fine liabilities based on your total CRC Energy Consumption.
8. CRC whole economy model
(to be added at a later date) This Excel tool, will enable users to simulate recycling payment possibilities.
9. PowerPoint presentations
A series of presentations, intended for members, chief officers, building managers, schools, which outline the scheme, its impacts and necessary actions.
