DESCRIPTION OF THE PROJECT
This project
consists of replacing a heavy oil boiler with a natural gas
cogeneration unit in a spa complex of buildings in South Bohemia.
This has resulted in 32% of primary energy consumption reduction,
45% of carbon emissions reduction and 48% of basic pollutants
reduction. One quarter of the project costs were financed through
state subsidy and its discounted payback period is some 9,
years.
CONTEXT
The AURORA spa is a complex of buildings built in 1975. The
heating was from a central steam source both for AURORA spa and the
Hliník estate. Due to growing energy losses, the preparation
of a complete refurbishment of central, steam, double-fuel, heating
system was launched in 1999. A strategy of decentralization into 2
smaller hot-water heating systems was adopted - separated for baths
and for the town. In the case of AURORA spa, it also dealt with the
heat distribution and consumption system and introduction of
combined heat and power units.
Reconstruction
works were performed in 2000 with financial contributions of CZK
7,5 million from the Czech Energy Agency and the State
Environmental Fund. Energy benefits of the project have resulted in
the reduction of natural gas annual consumption of 32%.
OPERATION EXPERIENCE
Partnership Process
The boiler installation was allowed due to subsidy conditions from the Ministry of Industry and Trade of the Czech Republic based on the OPPP program. The company K-projekt Dačice prepared the technical design.

COST AND BENEFITS
Economical
Refurbishment of the heating system was carried out on the basis
of SEVEn´s project technical preparation. Reconstruction works
were performed in 2000. Total investment reached CZK 30 million of
which CZK 7,5 million was donated fby the State Environmental Fund
and the Czech Energy Agency funds.
The total cost savings (fuel, electricity, salaries of the
technical personnel, services, other operation and maintenance
costs) are reaching 5 million CZK per year. The project is reaching
6 years of simple and 9,7 years of discounted payback period.
Environmental
Emissions of
basic pollutants were reduced by approximately 48%, and CO2
emissions by 45%. These high environmental effects were reached due
to the installation of the Combined Heat and Power unit and the
complete substitution of liquid fossil fuel (heavy oil) by natural
gas.
