DESCRIPTION OF THE PROJECT
The project aims to boost electricity production using renewable energy sources and the use of green electricity in 11 European regions by defining concrete regional RES-e targets as well as developing and implementing regional RES-e strategies. These will identify the main barriers (such as administrative obstacles, public opposition, grid access, lack of information, frequent changes in funding regimes) and address them by gathering well targeted information and promotion of activities, thereby significantly increasing regional RES-e shares.
LEGISLATIVE REQUIREMENTS
Before Res-e Directive:
- Real Decree 2366/1994 dated 9th of December, about production of electricity from hydropower, cogeneration and others supplied with renewable energy sources,
- Real Decree 1663/2000 dated 29th of September, about grid connection in Photovoltaic installations to low voltage conditions.
- Real Decree 1955/2000 dated 1st of December, in which the regulation of transport, distribution, commercialisation, supply and permission procedures in electrical energy installations is established.
- Castilla y León approved a Decree in order to regulate the authorisation procedure of wind power electricity production installation. This is called Decree 189/1997, dated 26th of September.
After Res-e Directive:
- Real Decree 1433/2002 dated 27th of December, which establishes the measures and requirements in low voltage consumers and plant generation under a special regime.
- Real Decree 2392/2004 dated 30th of December, establishes the 2005 electrical tariff. The electrical tariff is reviewed and passed annually.

CHALLENGES FACED
The difficulty of getting information through
questionnaires was compensated by the introduction of information
about electricity from renewable energies. This was welcomed by the
people interviewed and helped make them more collaborative.
PROJECT TARGETS
Local action is essential to achieve the targets set
by the RES-e directive: not only are many initiatives for new RES-e
installations started at a local level but also some of the main
obstacles can only be overcome regionally and locally. The project
will ideally complement the legal action taken by the Member States
in implementing the RES-e directive.

INNOVATIVE PRACTICE
During project development an initiative of signing
a common declaration in favour of renewable energies and energy
efficiency was taken. Currently many more organisations have joined
this commitment declaration.

European Regions for Energy Efficiency and Renewable Energy Sources
Recognising the crucial role of energy for economic development and the environmental situation in Europe and understanding the important contribution sustainable energy production and use can make to a positive economic and environmental development and acting out of responsibility for future generations and in partnership with other regions across Europe.
As a result, the undersigned regional and local governments, have made a commitment to increasing our share of renewable energy and to boosting energy efficiency in our regions. We acknowledge that energy efficiency and renewable energy sources are most important cornerstones of sustainable development because they contribute to environment and climate protection, to local job creation and economic growth, to security of energy supply, to independence from energy price fluctuations as well as to social cohesion and innovation.
Recognising the importance of local and regional action in making sustainability happen, we are actively promoting energy efficiency and renewable energy sources in our own buildings, installations and sites as well as to the citizens, municipalities and businesses in our regions.
Deeply concerned about climate change and the increasing dependency on imported fossil fuels and their impact on our environment and economies, we call upon other European regions, but also upon local and national governments as well as the European institutions, to join forces for a better and more sustainable energy future!
LESSONS LEARNT & APPLICABILITY IN OTHER SITUATIONS
Study tours was a good way to transfer knowledge.
An implementation of the Res-e Regions Castilla y León Strategy, established by the Res-e Region project. People like RES are convinced but they need more information about it. This has been detected from the questionnaires and from the hotline available for RES issues.
The Regional Res-e map turned out the internal and external image of the Res-e general scenario in the region. The high quality publication is the current representation of Renewable Energy electricity development in the Autonomous Community of Castilla y León.
This publication was distributed to Energy companies, Educational centres, Energy associations, Ecology associations, during the Res-e Regional Seminar, in the EREN Board of administration and EREN executive committee, for groups of visitors to EREN building and in some conferences organised by EREN. It is expected to do a reissue of this publication in the future.
